Parliamentary secretary is the member of parliament from the ruling party after his appointment he helps the council of ministers and its committees he assumes his office on the sweet will of the prime minister and also takes an oath of secrecy through him in reality the secretary is not member of the council of ministers but only holds a grade of a minister. 4. संसदीय सचिव सत्तारूढ दल के संसद सद्स्य होते है इस पद पे नियुक्त होने के पश्चात वे मंत्री गण की संसद तथा इसकी समितियॉ मे कार्य करने मे सहायता देते है वे प्रधान मंत्री की इच्छा से पद ग्रहण करते है वे पद गोपनीयता की शपथ भी प्रधानमंत्री के द्वारा ग्रहण करते है वास्तव मे वे मंत्री परिषद के सद्स्य नही होते है केवल मंत्री का दर्जा प्राप्त होता है।
